Your 1930's dresser is worth about $200 in the condition it's in. Metal can be sanded or stripped using chemical products. If you don't want to destroy the value, clean it up and put a piece of glass on top with spacers (to allow the metal to breathe) for a nicer look. Good luck.
You could always put a Fabric or Paper under the Glass to help with look.
