contractor grade heavy paper fabric
I have found that before laying your weed barrier try putting a layer of black and white print newspaper, the the weed barrier . Works wonders.
Use a better quality landscape fabric, or try newspapers or cardboard, then your mulch. You will still get grass and weeds, but will be easy to pluck out as they are shallow rooted on top of the weed barrier and mulch. Wind, wildlife and people spread weeds, and are inevitable.
I use Preen weed preventer. It works really well for me. Clean up any weeds that are present, put down the Preen and it prevents weeds from germinating. It does not work on things like Creeping Charlie that is root born. It also doesn't work on tree seeds since they aren't weeds until they start sprouting in the garden. For creeping Charlie and the like, clean them out by digging up the roots all the way out of the garden, I usually go about six inches out. This way you can get to them from the perimeter when they start to sneak back into the garden. This system works great for me. I don't use weed barrier in my gardens because any root born weeds and grasses will just push through.
I have used this one from Homedepot and it last really well, worth the money https://www.homedepot.com/p/Landmaster-4-ft-x-100-ft-Commercial-Weed-Control-Fabric-2519RP/203065747
