Do you mean clean them out, for which you either need to get on the roof or clean them to match the newness of your siding? There are preparations that attach to your garden hose that spray a cleanser onto the gutter and then rinse, but if there's years of grime, the best way to tackle it is with a stepladder and scrub brush or scrubby and a bucket. Wear rubber gloves and fold a cuff in them to prevent water running down your arms when working with your arms extended and/or above your head. Since it's almost Summer, maybe you can find a high school student to do this if you're not keen on getting on a ladder..

Consider that some of the "dirt" might actually be mold, and spray a small area with Wet & Forget, see if it works.
