The answer to that kind of depends on where you live and the reason for the shrub. The best all-around shrub that survives hot/cold, wet/dry, pests and can be grown as a hedge or just a shrub is Japanese Boxwood. Get the small size and it will naturalize the first year and take off the second year.
I'm with Jan on where you live will depend on what kind of shrubs to get. Do you live in a hot climate like Florida, California or Arizona or a state that gets cold in the winter? Not all shrubs will grow in any climate. Your soil can also make a difference in what shrub you buy. Your best bet would be to check with your local nursery to see what grows in your area.
I live in NE Ohio and I have yucca plants in my yard which do really well in the summer and winter months, They also propagate so you plant a few and you'll get more.
I live in Michigan and its much different that living in Massachusetts, I know because I was born and grew up Walpole, Mass. Like I mentioned before check with your local greenhouse or landscape business, they should be able to assist you in finding out what would grow in your yard.
