Try white vinegar in a spray bottle. Hit them on a sunny day and they'll shrivel up and die.
The best way is to lay down landscape fabric before spreading the mulch.
WE laid down black plastic, then the landscape fabric then the mulch and guess what........ the weeds still came through just the same. I called a landscaper and he told me that the only way to get rid of weeds was not mulch as the mulch has an ingredient in it that feeds any weed spores that happen to fly by and you will get them growing without roots right on the mulch. So I am calling a landscaper to came and remove all the plastic, landscape fabric and mulch and I will fight them myself with vinegar spray and a very sharp knife and really dig down to get their roots.
