There are small branches that have turned into trees and lots of weeds

Cut them out at close to the root as possible and then use epson salt to dry out the roots
You could try pouring boiling water and/or extra strength white vinegar over the weeds. If there is room between the bottom of the fence and the ground you could use a "saws-all" or reciprocating saw to cut the trees and shrubs down near the roots and then use epsom salt or vinegar on the roots.
