Use metal pipe and if you dont like the look you can buy the plastic covers that fit over the pipe. Add braces in several places to prevent any sagging. I did this for my walk in closets. You could put the pipes on each side of the room and on the wall in between you could add a bench to sit on to put your shoes on...or even a small dressing table with overhead lights to put your make-up on. I would use vinyl tile on the floor for easy sweeping as lint and dust tends to gather where clothes are stored.

About what size are you talking about and what's your budget plus what is actually going into this room since that would help in design? So first decide what all has to go in and what more of that type of item might you get. I'm talking about shoes or purses or even quilts comforters sheets towels. Sometimes we need to use a closet for more than just clothes. This would really help us and you as well to figure out what will be going into this space. Is this a treat just for one person and what's that persons style? How many seasons do you have where you live. So do you have coats and sweaters or not? See there is a lot of thought that goes into getting the biggest bang for your buck. Planning it all out is your first step otherwise you end up finding that oops you forgot this or that. Maybe you need a lot of hanging space or more shelves for folded up stuff or for comforters and if comforters then how deep do shelves have to be? Does that room have a closet that you can use to hide linens so that the room appears to only be for clothing. Or maybe if it has a closet can you just add shelves and use it for all your shoes?

I'm confused. You want best or you want cheapest? In this case they don't come together. Closets are designed in every instance for what the owner wants to store in the closet. Cheapest way to make a closet rod for hanging things is to purchase a telescoping rod of the correct size. For shoe storage there are various shoe racks available. I'm partial to the bamboo ones. Wooden or plastic crates that can be stacked are available from a number of suppliers.

For my closets Closet Maid is the choice. Not the cheapest but certainly less than having a closet design company custom make and install fixtures. Closet company will ask what you want to store and propose a design and price. With Closet Maid I have to decide best use of space for me. Design changes as I go along. Started with their kits then rearranged and bought more pieces until I was satisfied that I am making the best use of the space. Good that as my needs change I can redesign and rearrange the space to suit without going back to the beginning.
