Deer Deterrant for Arborvitae

Every winter deer decimate the lower half of a row of arborvitae I planted as a privacy screen. I live in northern MN so a spray would not be an option. Any ideas? Thank you.

What about a metal fence/railings all around outside......................
Try installing motion lights and there are other electronic devices that moves and makes a slight sound that you can try that won't harm the sweeties! Good luck!!!
