Start by talking to your zoning office to see if converting your garage into living space is allowed in your city and what permits will be needed. If you don't get permits, your additional living space won't increase your home value when/if you decide to sell. Also, getting permits ensure the work will be inspected and your additional living space will be safe.
First off, see if you will need to pull permits for the conversion and check on city codes that you may need to follow. Once you have all that done, I think you need to insulate, then start putting in the walls. Do you have plans for the conversion? If you don't you may want them so that you know what and where you will need to build the walls and ceiling you need to put in. You will need windows and doors to both rooms for exit in an emergency.
