Prime the dark wall with a primer first--then paint over that. You might need 2 coats of primer.
The easiest way is to use primer, in a couple of coats at least before applying your lighter color.
Hi Renee. You will need to prime the wall first. I like to use Kilz primer. Then paint. Good Luck! I just did my sons room that was a dark navy blue and I primed it and then had to do 2 coats of the paint.

My suggestion would be to use Kilz brand oil-based primer in white and you might need two coats. Kilz oil-based will get it covered and prevent the old color from bleeding through. You can paint latex or oil-based paint over the Kilz oil based primer after it's dry.
Of note, the Kilz oil-based primer has the strong odor of an oil-based paint, so when you do the painting, see if you can spend a couple of nights with friends or parents, or get a hotel for the night.
Kilz might be expensive, but the cheaper the primer or paint, the more coats you will need and that will end up costing more money plus your time and effort in the end. Good luck.
