I need a pad done to hold a shed. The shed has a floor- What to use?

What is the best to use - just sand or is pea gravel best and how many inches do I need to lay down?

in the long run, getting someone to pour the foundation will be better -- won't wash out; stays in place; won't 'shift; etc,
Cement blocks with extras under some of the floor supports so it doesn't sink over time.
