I used hydrogen peroxide to soak the surface, then added fine salt and scrubbed, this took most of it, finally used bar keeps friend to finish. Wish I had thought to do a before and after. Thanks to all who responded!

CLR is made to remove rust. I would also try Bar Keeper's Friend. And if its a massive area, try Rustoleum Rust Dissolver.
