Are you using fertilizer made especially for those flowers, like rose food for roses?
What did you do to the soil before you planted. If you just dug holes and planted, there really isn't sufficient nutrition in top soil to sustain growth and if the soil is real heavy the roots may not be able to grow.
I've had success with similar soil by mixing in a bag of Miracle Gro potting mix. Also, when you plant, be sure to check that the roots aren't bound. I once planted a small peach tree and it just sat there and died. I got another one, and discovered the roots were wrapped in a rubber band. Lesson learned!
When planting flowers that come from the stores, it is necessary to loosen the root ball, as they are very rootbound from being in those tiny pots. They don't spread their roots and often die. I soak root ball in a solution of B1 (from garden shop) directions on bottle. and water before planting. This also releases the roots and prevents them going into transplant shock.
