How to make a raised deck resonably

this deck needs to be about 3 to 4 foot off the ground. I have a 3 foot retaining wall about 3 foot from the house. I want to build a deck over this part of the wall, so I can come out of the house onto the porch, then down 3 to 4 steps to the proposed deck. approximately 11 feet wide by 12 feet long.

Do you mean you are working with 1' by 12' lumber? or are you just making a step? I agree with Naomie. Check you local codes. It's cheaper to get a permit, than to do it wrong and have to re-do it!
If your deck needs to be over 12 inches above the ground... you will need sturdy railings and posts for safety.... HomeAdvisor.com or Angieslist.com can put you in contact with a reference verified contractor to help you.
You should also check your local City, County, State construction codes.. and apply for all of the proper permits. There will be certain code requirements that will need to be met for a deck the height you need .
Maybe 10 feet wide? Newpaper and or landscape weed block will help! Even an old rug works great for keeping the weeds down iinexpensively. Do check zoning that would be so disappointing and expensive if they make you remove it..
