Hope do I install a flagged area in the garden

Question

I want to put a patio area in where I currently have grass and need to understand what I have to do to ensure weeds don't come through and the flags are level.  I'm also on a budget.   Thanks

Weeds are going to pop up no matter what you do, it is the law of nature. Wind, wildlife and people spread weeds and they pop up everywhere. Just squirt with vinegar and let them die then remove.
