My friend has a oblong dinning table an the top got damaged really bad with mildew so she wants to redo it?

Wash it down with a 50/50 mix of vinegar and hot water. Vinegar will kill any spores. Make sure it totally dry. Seal every part with shellac. Then it can be primed and painted.

Could you post a picture, did it take some of the wood off or is it just covered with mildew?
