You can buy them or make a vallance and attach to curtain or hang free.............
You can add valance easily with a tension rod, or sew the valance just below the top of the curtain.
Another option is to use one rod, and to mount both the shower curtain and the valance on the same rod. The key to having the fabric ripple in unison to to have the holes in the valance exactly the same place and distance apart as the shower curtain. Insert the hooks into both panels at the same time before clipping back on to the rod.
buy second rod to fit over lower rod in fact you buy to rods together at home sence / winners depending where you live .
I you are making your own shower curtain. Buy enough fabric to fold over the top to make an attached valance. Or you can fake a valance by putting some nice trim down about 18 inches.
