Call your city public works office. They will come out and inspect. The neighbor has to get a permit and make sure it is up to code. If not city will fine and make him replace the pipes.

Yours is an old town. He may have broken an old clay line underground

Tell your code guy you have that suspicion.

He could be under ing your foundation. Nag the code guy/building inspector and the water department. Do the ā€ I donā€™t know who to callā€.

Take lots of photos for his insurance company and building guy too, just in case.

I agree with Dee. Sounds like he put in a french drain. All the water is being dumped into the ground and flowing towards your house. It should be routed so it moves the water away and not going into the ground. Your building department should assess the situation. What he did may not be legal in your jurisdiction.

It is illegal to divert water onto another person's property. No matter where you live. Keep after the city engineer. Take many pictures, keep a log of what you have done, dated and what happened. You may have to call an attorney to resolve this issue.
