I made curtain rods for indoors using pvc pipe and it's quite easy. They're bland, but serve their purpose well enough.

Depends on the weight of the curtains wether you use pvc or pipe. I would prob go with pipe though because the weather, Sun, and wind blowing the curtains will wear down the pvc before it would the pipe.

I use electrical conduit pipe. Cheap, sturdy, lightweight. What ever you use it can be painted. Add some finials and your good to go.

You can add pvc pipe clamp or copper tubing strap screwed into the deck ceiling. Add pipe thru them and hang the curtain with shower curtain rings. Target also carries round curtain rings with clips on them.
