It sounds like your top rail needs to be fastened with wire. Any good handyman should be able to resolve this issue for you quite easily by using wire and pliers.

can you enlist the help of a neighbor? pulling that top rail back into the support cup is going to be tough without untying the fence from it at the top; you can buy bundles of 'wire ties' for chainlink fence where ever that kind of fencing is sold ... very soft aluminium and are easy to use -- it's just going to be hard to get it back up where it needs to be

yes just get someone extra chain link and see if someone can help you repair it. if i was there i would sure help you.
If you have strength in your hands then you should be able to do it yourself. You will need some good wire, available at your hardware store and some wire cutters and the pliers and you are on your way. It is not hard to do as I have done it but be sure to wear gloves, and preferably safety glasses, so you do not cut yourself.
