I’d be tempted to try A hair dyer to soften the glue.
I have never really found a good work around. I have heard pulling or breaking a small amount off then using heat from a hair dryer on the glue, or paint thinner like goop off. I have not tried it though. The other option that might be a bit less work is to sand it down (power palm sander would work best) then after you have as somewhat rough edge prime and paint over it. Might not be as smooth a finish as you were hoping for but it would look ok.
