No need to put a Primer on if it has already been painted, maybe you meant Undercoat - Yes.....

Yes.... primer is still paint.... and.... there are many new paint products out there that are paint and primer in one.
Not sure why you want to paint primer over your newly painted ceilings . It is not normal practice.
You can - but why would you do this?
If it's fresh paint you don't need to use primer. Just paint over them.
I painted over old plaster thought it was hip rock and now the old tape is lifting off and you can see Mark's where it is l thought some kid of paint would hide Mark's from the tape
And l did two coats
I thought primer would over up flawes and hold the tape that is coming loose dont know why it's doing that.
