How can I clean my sheers without washing them?

If they aren't dirty, just a little dusty, shake them out the window then toss in the dryer with a fabric softner sheet.

I use a little hand held steamer

Dust them off first!

Vacuum them well with the upholstery brush attachment on your vacuum cleaner If you don't have that you can brush them from top to bottom and then vacuum up the residue.

i had an elderly aunt who had a whole wall of pleated sheers. she would soak her sheers in the bathtub/shower. washing and rinsing well. then wrung out by hand and hung back up damp. with towels on the floor under them. fans to speed up drying. you could use oxyclean and clean them faster. as long as the sheers are washable this way is ok.
