You could use industrial pipes as the legs and wood for the table part, that would take up less space than all wood & leave lots of room for storage of pots or soil or anything underneath
You could also repurpose an old dresser (remove the drawers or keep drawers or keep a couple drawers for storage) or an old computer desk!

As for racks, there are so many varieties of racks available, I think you need to research (via Google) exactly what you need and want for your particular space.
As suggested above, many things can be made with industrial iron or pvc pipes. Shelves can be from old oven racks or closet shelving, and I’m sure the Dollar store has some usable ware as well.
Make the racks multi tiered. Instead of just the table make several tiers if they are on rollers you can pull them out for easier access. You could have different functions for different levels. The shelves don't have to be wood. If they were wire water could drip thru and if covered with rubber they would be water proof. Places like Lowe's sells heavy gauge wire and they have rubberized coatings in spray cans too.
