How can I remover old wallpaper?

We’ve tried chemicals, warm water a lot and a steame. This paper has been up 20 yrs. the chemicals made a mess, it took off the top layer of the paper. But it left it backing of the paper. When trying the chemical again it did nothing. We tried warm water it took off some of the backing in different spots. We tried a steamer. Tried hi temps low temps and different times to let the steam to work. This gave me more work it took the backing, the paint 2 layers, the paper covering the sheet rock. Anyone got any ideas the next room to remove paper from the paper has been up 35-38 yrs.

use a weed sprayer with hot water let it soak really good and it should come off .the secret is to let it soak
Liquid fabric softner in spray bottle mix with water saw it on H G T V
Just cover it over with paint or whatever you are planning to up, sounds like the surface has been prepped enough.
