I can make out towels perfectly but the rest is crazy to my eye since I have no idea why you would put circular pails that take up more space then square or rectangular shaped containers. And what you normally keep on bottom shelf that looks pretty empty while top is so full. Take it all out clean shelves and dry. Now when you fold sheets stick bottomshert, top sheet and a pillow case inside the second pillow case and fold over extra fabric. It's ready to go this way you get more space and easy reach since it's all together. Your towels appear to be folded nicely so keep that up. I would keep any cleaning items up if small children around but low if everyone understands the danger and is old enough to use them to help out in cleaning. Don't forget to use floor for this type of storage of cleaning supplies. Yes not everyone has the luxury of having a pantry or different areas to store these items and you do what you have to do,am I right? Ok, as for other items I can't make them out,but I would keep sheets and towels at arms reach if I could because those get used often enough. But never on floor. And to be honest with you, my children never used the type shelf in their closets so I kept their towels and their sheets and comforters in their closets, that way I just used this as a cleaning closet. Yes I had one just like it in my first home which was a townhouse from the 70's. So that's just an option. Each child had a favorite color and I just bought all their stuff in that color. Our stuff, well in that home we had plenty of closet space to devote one as a linen closet and I kept our bathroom cleaning supplies in our vanity.
This looks like a bathroom closet. I would put toilet paper and facial tissues on the top shelf. Sheets on the second shelf folded into "bed" packets as eroque described. Towels on the third shelf and your baskets on the bottom shelf. Is the bottom the floor? If not you can still put cleaning supplies there unless misuse is a danger.
Deep shelves always get messy. Put those items that are used rarely into square containers (round containers waste space) and place them at the back of the shelves. Form a wall with those containers and place the daily needed items in front.
I bought matching decorative bins. Rolled towels look neat and it is easier to pull just one out. Sheets are well contained and easier to remove as well. I would put extras you don't need often on top. It looks like your top shelf is far from the ceiling. You could add another shelf. It doesn't need to be as deep so you can reach it.
You could also put a vertical toilet paper holer on your door, if you have enough clearance.
Just turn them upside down and open them, then insert a roll of paper towel and tada, you have yourself a brand new paper towel holder that is not only beautiful, but...
