What can i do to keep my dogs from getting out of the yard

i have a pen and fenced in yard, fence in pen is 6feet tall and one dog climbs up it the other dog digs out from under, i have put a concrete peremiter around it and they dug under it, i have placed cement blocks and they lift them up like they are candy, i have an akita and a lab, im at a loss as to what to do with them and still have yard look decent.

I had an Alaskan Malamute that always found a way out. If you don't have small kids, you can use an electric cattle wire that goes around the inside fence line. After a shock or two, they won't go near it. I know it may sound harsh but it kept my dog safe.

I have put down railroad ties. They are so heavy they can't move them. I put them on the inside.
