What is the best glue for glass?

I'm trying to adhere tea cups to plates to make bird feeders and hot glue isn't working

for outdoor use I like 100% Silicone ( like we build aquariums with ); or E6000 -
try silicone
I like E6000. Use with ventilation & be sure to let cure completely before filling with seed and hanging the feeder. (Takes at least 24 hours to cure). Loctite also makes a number of glues especially for glass but I've not used them.
Try E6000 glue.
Gorilla Glue-clear.
