Use kilz or zizner primer 1st! Then a nice white.
I would first clean the baseboards, patch anything that needs to be patched, next tape around them to protect your wall and floor, paint your baseboards, and let everything dry before pulling the tape up.
I did this. Lots of work but looks great when its done. Just don't forget
to lightly sand to get a smooth finish.
Clean, lightly sand to remove any gloss, wipe off, prime with Kilz, then paint.
