Is the fan all gunked up at the rod? We had a bathroom fan that would take a while to start. Pulled it apart and it was caked with dust and oil. We cleaned it well and it worked fine.
There is a wire that is not making good contact. Either in the switch or the fan. Have someone whos is experienced in electrical work take a look at it or hire an electrician.
