Check all over the walls to make sure it is not peeling or bubbling in any spots. If the wallpaper is still sticking to the wall well, afyer a good cleaning to remove dirt and dust build-up, you can cover with a good stainblocking primer (KILZ) and then paint over with your color choice. But, it may be worth the effort to just remove the wallpaper first to avoid any future issues under the paint.

You should try to remove the wallpaper first before you do anything. Hot water with a little fabric softener added to it in a bucket applied to the wall should soften it up after a little time. Apply it again and again and if it won't budge using a 3or4 inch scraper you will have to put a stainkill on it, fill in bad places with drywall mud , sand and prime.

If the paper comes off easy make sure you get all the paste off too before you paint. I have done this for more than 40 years so I know what I'm talking about.
