protect your work surface with towels or newspaper, and wear gloves. scrub with vegetable oil and a non-soapy steel wool pad or other abrasive "scrubby", or veg oil and coarse salt. , then wipe clean with paper towels, damp if need be, and repeat the scrubbing. When you have no more rust, just oil, season it by putting the oiled pan in the oven at low heat.
dish soap to lube the steel wool. don't add water, just scrub with the soap. when you think its clean, rinse and check the rust spots if gone, then heat the pan to a medium heat, coat pan with cooking oil. some will put in in a 250 degree oven over night to get all oil absorbed. should be good to go come morning.

Iron+water=rust. Even if you were washing the pan in a running stream, the water is just to rinse the impurities away. Once you have cleaned the rust off, a tablespoon of grease or oil rubbed on the skillet, then the skillet in the oven for 20 minutes, leaves a seasoned skillet. Never cook on High, wipe out the skillet after use, store with a paper towel between pans, and let it get black from use. It can certainly outlive you and possibly your grandchildren. ☺️
