Any advice for painting a stencil on concrete floor of craft shed?

Should I use a masonry paint for the base coat? Can I then use a latex paint or acrylic craft paint for the stencil design?  What should I use for the top coat(s) to protect the design?

I would use masonary paint for the base coat, then chalk paint and a polyacrylic water based top coat for sure. You have options that you can explore through videos documenting the process on youtube for example. I took a white base coat of masonary paint For first allover coat. Added plaster and small amount of water to a portion, then tinted for stenciling. Lastly two coats of top coat. A link attached to get you started. Good luck
