I picked up an interesting wine rack at a consignment shop. I was caught by the colors and possibilities. I didn't know at the time what I would do with a wine rack. I didn't need one and didn't have space for one. In the end, it became a fun "Hang All".
Original purchase - hung vertically
Metal rack. Hung horizontally.
I purchased a dowel 3' X 1" unfinished at Hobby Lobby. I measured the needed length for each dowl (6") and cut accordingly. I used a regular saw. I sanded each piece using a power sander for the majority and finishing off irregularities by hand. I painted each piece a different color using acrylics and sealed it with polyethylene.

I painted the dowels using acrylics in various colors. You could use any leftover paint for wood. Then the dowels went into the "Hang All".

Painted dowls
After the dowels were inserted into the rack, I discovered that the rack was out of balance. The dowels made the rack tilt forward. I needed a counterweight. In one of my many junk drawers, I found a heavy lead weight that had been used to give weight to a Christmas Stocking Hanger. The weight was easily removed. Tap the top side of the Stocking Hanger with a hammer and the weight fell right out. I glued the lead weight to the back side lower edge of my rack and it worked. A fishing lure would work also.

Hats, jewelry, scarfs, belts or wine work well being hung. To fill it with wine, you need to hang it vertically. You can leave the weights glued onto the back just to add some stability.
Experimenting with various objects
Not everyone will be lucky enough to find a used metal wine rack. You could build your own from scraps of wood, heavy plastic or whatever material your imagination brings forth. I thought it would be fun in a child's room for coats, hats, and gloves. Just imagine each mitten would have its own dowel. Perhaps the one lost mitten syndrome would be gone!
The one I made hangs in our mud/laundry room for baseball hats. I am 5'1". I have difficulty reaching practically everything. What I love about my "Hang All" is that I can place it as low as I like.
