How to makeover Ugly border on the walls?

remove the border, paint the paneling.

if the border is stenciled on you can paint over it but if it is like a wallpaper border it is best to remove it but you can paint over that as well - paint the paneling and here are some ideas

Take down the border. Though a tedious job, it is not that big of a job.

Then clean the paneling to remove grime and dust, then seal with 2 coats of Kilz ...if it is a mat finish, water base should work. If it has a varnish, you may want to sand it lightly before you seal it with Kilz.

Then you can use apply 2 coats of latex paint. Be sure and put on each coat lightly and let each coat dry thoroughly before you add another coat.
