I think this would depend on type of finish already on your dresser. Stores that specialize in paint have always been my best solution, they know so much about paint and products that relate that it is worth seeking them out! and I will tell you for sure use a foam roller for a no-streak finish.
You can really use almost any type of paint: oil, latex, chalk, or milk paint. The more important question is, "What type of prep should I use on a wood dresser?" If you properly prepare the surface, whatever paint you use will adhere and look great. It depends on the finish you are wanting as to what type of paint and which sheen. If your piece is in good shape and doesn't need sanding to smooth out rough or uneven stain, I always use liquid sandpaper/deglosser to make the finish 'tacky' then use a high quality primer followed with the paint.

I'm a lazy "cleaner-upper" and always use latex paints on everything! Be sure to clean and sand your (assuming here) old piece and have fun!
