Get rid of the gloomy gray walls to start with. Shop the oops section of Home Depot, Lowe's or any store that sells paint, there are bargains - pennies on the dollar. Habitat re stores are a great place too. Then decorate with light happy colors, use lots of lamps or lighting and mirrors to bounce light around the room. Contact your local Department on Aging for help to get the place painted and any other chores you may need help with.
In truth, a not very expensive, but good quality of Paint/Primer in a pale grey or beige is likely all you need. The primer is critical, but now there are many paints that include primer.

You could paint the ceiling white, and the walls, including the paneled one, a pale aqua, tan or yellow. As for supplies, try going to a local habitat for humanity. Also try any kind of store that sells paint. They usually have paint that was mixed wrong and they sell it for a low price.
Agree to shop the Ophs paint section of any paint store or home store, if its light enough you can pay a small fee usually to get it tinted.
I would go with something cheery, since you have beige carpet a pale yellow or a fresh light green would be uplifting.
I sometimes paint as a volunteer for Habitat for Humanity. They sometimes just require you come up with someone to promise to volunteer for their projects. So if you have any able bodied friends or family willing to do some volunteering, you might be able to get the painting done for you. Church groups also have volunteers who do home projects for seniors and the disabled, contact some of your local ones.
Hi Karen, Your room will lighten up considerably after painting with light colors. I like very light gray with white ceiling. If you hang a large mirror across from a window, it gives the illusion of increased space and will double natural light. Best of luck to you.

Painting some of your furniture and the woodwork will brighten the room also.
Call your city and see if they have a recycle center. We have one here and on friday's you can get free paint. Or a Habitat for humanity has paint for $11. I would paint the room an off white, either a gray white beige white to lighten it up.
