A power washer cleans a deck well. You can apply the stain with an applicator designed for staining or spray it on.
We always use a high pressure washer to clean it first, then sand any loose or splintered wood. Then add the new stain or decking oil. And it is good to go for another few years.
A long handled roller makes an application easier. You can screw a broom handle into the roller.
