It's a bit of work but well worth it. Give it a good clean with a vinegar/water solution (50/50) or use water with a mild detergent and a scrub brush or rag to remove the dirt. A high pressure washer will also do the trick. You'll also need to remove any old flakes of paint and rust so the new coats of paint can stick properly. Apply a metal primer and then the paint. Spray paint is quicker but it wastes a lot, so we normally do it the old fashioned way with a paint brush

If there is rust on it, sand,clean,apply a exterior primer for metal, allow to dry and paint with a exterior metal paint

You can also check with an iron works in your area, some sand blast all the old paint and rust off, and then apply the primer and black enamel.
