You can dampen the burlap and lay it into the basket, then use the potting soil to push it into the "form" of the basket and keep the burlap in place.

Basically.... buy the burlap... cut into squares or circles to fit the hanging basket and glue or 'sew' onto the top edge.... fold over the rough edge at the rim or above to give a ruffled look.. .. if you are using it for a planter basket... put a layer of landscape fabric inside the burlap to help hold the soil and keep it from creeping thru the burlap's loose weave.

You can spray the burlap with heavy starch. Place them in the basket while the burlap is still damp. Fold any excess over into the basket. Then line with peat and potting soil, ready to take a plant. Decorate the basket with burlap or a pretty bandana. Best wishes ☺️

Line your basket with burlap, fitting it how you like. Next step line it with a new disposable diaper, absorbent side up and plastic side down-this will keep your soil moister longer and slow drying out. Put soil in and then add your plants, Water.
