I would use a wire brush and sandpaper to remove any loose paint and to smooth any areas needing smoothing.Remove dust and dirt. Then paint with Rustoleum for metal. I prefer brush on maybe you can use both. It doesnt require primer and goes on rather thick, its oil based so long dry time. Good luck
You will have to use a wire brush or a dremel on the rust and chipped paint, then follow this lady's directions. This is the paint I use all the time.

Yes, we did exactly as the two ladies who answered before me did, and it looks great ! We also redid the cushions by covering them with a nice looking shower curtain, since they are waterproof, and used fabric glue, so no sewing involved.
