Netlon thick Plastic netting on a roll or Wooden trellis or Roll of Bamboo or Brushwood - All could be fixed easily with Plant ties or Wire etc.
Depending on the type of railing, you could weave some screen or mesh material into the railing
We were looking for something to put up to compensate for the spindles being too far apart (ordinance change when we became a city after deck/porch being built under county ordinance back in 1999).
I picked out a green vinyl roll fencing at Lowes that can be put up with roofing tacks. We later decided to put up some cedar fencing boards in a staggered width pattern made by cutting the boards in half top to bottom and leaving spacing between.
The cedar matches our porch. It will be 5-1/2" board at top and bottom; 3 of the 2-3/4" boards in between, each having about 1" between them. Air can still come in, we will have some privacy, and our problem solved. BTW, a friend gave us fencing boards he had left over. (I am attaching a photo of the boards...just getting ready to start this.

Be sure to keep the bottom board on the railing up at least 3" above the deck so it can be swept and also let the air flow between the deck and the railing to prevent moisture from rotting the boards both on the railing and on the deck floor.
