Can I paint or stain my front porch with water base stain or paint?

the porch is concrete, about a year ago I went to Home Depot for some stain and ask for water base, the person got the color I ask for and told me it was water base, so I put it on, the color was good, but when I started to clean up I notice it would not clean with water because it was oil base, so I now the porch will take forever to dry, finally did, but its worn off after a year, and I would like to redo it with water base, if I power wash it, can I apply water base stain?

Why don’t u paint with concrete paint and then seal it
Yes, you can. Make sure that the can says to clean up with soap and water. To help the stain last more than a year you can seal it with marine poly.
