It is highly recommended to prime with a white primer, such as Ultra Cover 2X White primer. The darker the object is, the less likely the object will glow in the dark.
I cleaned, I primed but still the paint did not work. I used several coates. Also, the cement planter is the color of cement and is not dark. I also used the white primer twice. Thank you for trying to assist me, even though, I had already done what you suggested.
Will be following this as I painted my Mom's cement frogs----primed---and NOTHING---but time and money. I still smile at them---but not as much as if they glowed.
