I have a garden tub that has yellowed, how can I get it white again?

white vinegar, if it doesn't get it off you can make a pasted of baking soda and the vinegar and scrub with a hard scrub brush. If that doesn't work buy The Works for bath and shower.
I scrubbed mine and then painted it with outdoor safe spray paint.
