Some cheap or fake cheese (velvetta imitations) doesn't always melt.
Depends on the type of cheese. Some melt quicker and are creamier than others. Some cheeses are drier than others and do not melt as well. What cheeeses are you trying to melt?

Are you asking for tips on cleaning the melted cheese off of the bottom of the oven, such as the bits that drip down or burn?
Are you putting aluminium foil under the food with the cheese on it?
I apologise if I’ve misinterpreted the question but are you asking how to clean melted cheese from an oven? If so, take the racks out, soak them in hot water and washing powder, then scrub them clean with a ball of steel wool. Next time you make cheese melts, be sure to place them on a baking tray and not straight on the oven rack. xx
