Can I have a vacuum breaker removed?

My outside faucets are spraying water and making a mess. I believe it is a vacuum breaker fitting causing the problem. I just got this house and I want to have them removed. Is there a penalty? I called the city and they said they were supposed to be there. I don't think everybody else around here has them on their houses.

    Maybe yours is damaged and just needs to be replaced. Was this tested during the inspection? What are the inspectors notes? Call your realtor and inspector. See if they are on the hook for this or the prior owners.

    Hello, thanks for your answer. I have 2 faucets and each have the same fitting on them that spray water. The inspector didn't mention them, but the city water department said they are supposed to be there to prevent back up of pesticides, etc. I have seen instructions on youtube that show how to remove the fittings. Some on the internet said they were supposed be left there. I would like to have them replaced, but I don't want to be penalized. The man at the hardware store said that I might have to get a plumber to do it.
