I think if it is sort of recent paint, polish remover will work. If you are trying to take decoration off an old jar, it will probably need a lot of scraping!
Every time I clean my mirrors, they end up having tons of streaks and almost look worse than before I started. What could I use to clean them that won't leave streaks...

Try pure acetone, not regular polish remover.
