For super cheap & easy, If it's not drywalled, I'd just paint with a concrete paint, put down carpet peel n stick squares and a fire- retardant tarp or lightweight fireretardant material stapled to the ceiling...or just paint the joists for a cool industrial look. If you have bare bulb fixtures, get those ceiling clip on shades -- Lowe's & Home Depot have them online. Hang pictures put up curtains & it's done!
Paint walls, ceiling and trim. Don't be afraid of dark color you can use them on just one wall. Accent walls add interest and black is a very sexy looking color in moderation.
