Why have my Violas got mildew?

They are mainly in tubs and are not over-watered. The ones in full sun are worse.

My mother used to pour the water from her dishpan on her flowers. My son has been fighting this on one of his bushes for a couple years...I keep telling him to "WASH IT DOWN"...???
